Every country has its own rules for using an electric scooter. Several countries have been pushing for European laws and regulations for LEV (Light Electric Vehicles) use in recent years. For now, the majority of countries seem to prefer national regulations.

In Europe, the use of an electric scooter is legalised in almost every country. A few countries/regions are exceptions to this: the UK, Serbia and the Netherlands.
In Serbia, there are no regulations for electric scooters yet. It is not legal to ride on public roads here.
In the UK, you are not allowed to ride your own e-scooter on public roads. Currently, several regions are experimenting with the use of shared e-scooters. It is expected that (if the outcome is positive) private use will also be legalised.
In the Netherlands, an electric scooter is generally not legal. There are some models approved for use on public roads. In 2023, a new policy framework will come into force, which will probably allow more e-scooter on the road.
As a tourist, you can use a shared scooter in most countries. You download an app, navigate to an e-scooter near you, scan a QR-code and off you go. Each country has its own arrangements with shared scooter providers. Check which providers operate here for the most popular holiday countries:
